Background Information:

Purpose of the Position
Under the general supervision of the Representative, accountable for
leadership and managerial guidance on policy direction and programme
initiatives. Accountable for programme coordination, and management of all
phases of programme formulation, planning, design, implementation. The Deputy
Representative provides leadership and strategic direction in the planning,
formulation and implementation of the Country Programme and its activities in
line with national development priorities, and the UN Development Assistance
Plan. Ensures high level engagement and
alignment with Delivering as One in Rwanda, and provides leadership and support
to joint assistance strategies and cross cutting Initiatives within UNICEF and
the UN, including Children living with Disabilities, Early Childhood
Development and Family, and mainstreaming HIV/AIDS prevention and response.
Ensures that a gender equality perspective is mainstreamed in all aspects of
substantive work across the country programme.
Accountable for administration of the total programme commitment of a
small to medium size country office with a broad range of projects, consistent
with the organization's goals, strategy, and priorities.
Key Expected Results
1. Effective leadership and managerial guidance and coordination are
provided to ensure the achievement of programme goals with strong emphasis on
the "whole child" in a lifecycle setting through an environment in
which programme staff, both women and men, can function at the highest standard
of efficiency and competency.
Implementation of the Country Programme and its activities promoted in
line with national development priorities, and the Rwandan One UN Development
Assistance Plan 2013-2018.
2. Country programme management is fully supported by effective knowledge
management and systems.
3. Situation Analysis is prepared/updated in line with established One
UN/Government approaches at critical programme intervention points, measures or
adjustments are identified, programme work plans and recommendations are
prepared and incorporated, and the application of gender mainstreaming is
integral to all work processes.
4. Rights-based, Equity and
Results-based management approaches are fully incorporated into all phases of
programme and project programming, and the value and quality of
programme/project strategy and implementation effectively are enhanced.
5. Programme efficiency and delivery are improved through effective
programme planning, monitoring and evaluation with effective use of programme
convergence in ensuring effective integration of programmes for the purpose of
improving the status of the child.
6. UNICEF programme evaluations are effectively conducted in compliance
with the established One UN quality standards and the results are disseminated
in a timely fashion to stakeholders in order to improve programme performance.
7. Commitment and institutional capacities of the national and local
partners are effectively gained and promoted.
8. Rights perspective and advocacy at the national, community and family
levels are incorporated into policy analysis for establishing and elevating
UNICEF's credibility in national and international policy debates
9. Effective advocacy, communication
and networking are achieved through partnership and collaboration.
Qualifications of Successful Candidate
- An Advanced University Degree (Master's) in Social Sciences,
International Relations, Public Administration, Social Development, Development
Planning or other relevant disciplines from a recognized university.
- A minimum of eight (8) years of increasingly responsible relevant
experience in the area of development programme management. UN System Field
experience in strategic programme management in international development is an
asset. International and Developing country work experience and
background/familiarity with Emergency programme implementation is desirable.
- Fluency in English (written & verbal) is required. Knowledge of French is considered as an
asset.
