Purpose of the Position
Under the general guidance of the Deputy Representative the Chief of
Education will be responsible for overall coordination, planning, Development
and Management of Basic Education. Provide leadership and technical support for
Burundi`s Education Sector Plan and shift in policy from six years of primary schooling to nine years
of basic education with a focus on improving equitable quality education. The
Chief Education acts as key advisor to government on basic education related
policy development and by doing so positions basic education, in particular
equity issues in education in national
processes such as sector wide lead in education.
Key Expected Results
1. Conceptualize approach to plan, initiate and manage programmes and strategies
in the context of Millennium Development goals (MDGs) international human
rights for the development and achievement of children`s rights to basic
education in the context of free primary education policy, a move from six
years of primary schooling to nine years of basic education and ensuring
equitable completion of basic education.
2. Undertake strategic tasks for coordination and cooperation with
government, donors and other stakeholders to ensure UNICEF contribution to PRSP
as well as lead in education sector; and under Burundi UNDAF/UN theme, basic
social services/thematic group as well as contributing to the resource
mobilization/leverage for education programme delivery.
3. Prepare required documentation, work-plans, and design programme management,
monitoring and evaluation mechanisms. Identify policy constraints and project
operational problems and initiate corrective actions. Oversee and participate
in the development of project work plans, ensure integration of crosscutting
activities required for meeting the programme objectives.
4. Provide required technical assistance to Government and other stake
holders implementing the programme to ensure quality of the programme and
institutional capacity building for the education sector. Review and evaluate
the technical institutional and financial feasibility and constraints of
programme/projects in collaboration with Government and other stakeholders
implementing the programme.
5. Approve and monitor the overall allocation and disbursement of programme
funds are properly coordinated, monitored, and liquidated in accordance with
programme budget allotments (Grants) and also ensuring that the activities
within agreed objectives. Take appropriate actions to ensure optimum use of
programme funds.
6. Provide guidance to and supervising programme staff to meet programme
objectives and implementing programme activities. Identifies problems and
proposes remedial action.
7. Coordinate with Operations and Supply staff on supply and cash
assistance to ensure proper and timely accountability by UNICEF, government and
other stakeholders implementing the programme. Monitor projects financial
management, implementation, accountability and utilization of supply and cash
assistance.
8. Undertake field visits and surveys to monitor and evaluate
implementation, identify problems and initiate remedial action. Identify or
decide on alternative courses of action to accelerate/improve programme
delivery and ensure capacity building and programme sustainability.
9. Assess programme progress against physical and financial targets.
Prepare programme and financial projects status report required for programme
management purposes, donors, budget reviews, programme analysis, annual reports
and programme reviews.
Qualifications of Successful Candidate
- Advanced university degree in Social Sciences or a related technical
field.
- Eight years of progressively responsible relevant work experience at
international development. Experience in educational programmes, social
mobilization, programme communication. Knowledge of UNICEF Operations and
procedures is desirable.
