Background Information:
Living Water International (LWI) is a Christian—based non-profit
organization that helps communities, in
developing Countries acquire Safe
drinking water, appropriate sanitation and improved hygiene, in response to the
global water crisis. Living Water International has been operating in Rwanda
since 2007, through the line Ministry of Natural Resources. Living Water
International has adopted a new delivering model (WASH Programing Areas: WPA)
to provide sustainable WASH services to the neediest communities in Rwanda. In
this regard, we are pleased to announce job opportunities for following
positions:
I. PROGRAM OFFICER (One position)
Job title: Program Officer
Reporting to: Operations Manager
Duty station: Living Water International Rwanda, Head Office — Kigali (with possibility
to be transferred to any other Living Water International Operational area
within Rwanda)
Type of contract: 2 years renewable, upon successful performance
Closing date: 31st March 2014, 16H00.
Key/Major responsibilities:
·
Assist Operations Manager to
manage WASH programing Areas
·
Engage in design of WASH
programing areas
·
Ensure proper WASH programs'
results/impact tracking and record keeping
·
Participate in planning and
implementation of WASH related surveys, grant & proposal writing
·
Engage in development of Annual
Operational plan, DIPs and their corresponding budgets
·
Compile program progress reports
and keep daily updates to the program Operations Manager
·
Supervise and support M&E
staff to truck program achievements versus program targets
·
Organize WASH programs review and
reflection sessions with key partners
·
Support Program Operations
Manager in daily management of office based works including procurement,
supplies, vehicles, documentation and communications, PUMPS reporting
·
Provide documentations related to
WASH sector
·
Attend meetings of Partner
organizations in WASH Programing areas, District and communities
·
Perform all duties in accordance
with Living Water International Rwanda policies and procedures
·
Any other tasks as required from
time to time
Minimum requirements (Education Knowledge. Skills Abilities, Competencies
and Experience):
·
Having At least a Bachelor degree
in Water, Environmental sciences, Development studies, International development,
Public health and any other WASH related discipline.
·
Have at least three years
continuous work experience in a WASH sector including WASH program/project
design, Implementation and Monitoring in a reputable INGOs or a similar
organization
·
Good understanding of project cycle management
with M&E Systems including Log frame, DIPs and M&E plan development
·
Experienced in community based
development approaches
·
Previous experience in project
concept notes, project proposals writing
·
Clear understanding of WASH
programming including appropriate water supply solutions, Hygiene and promotion
in Rural areas of Rwanda
·
Excellent computer skills,
including experience with spreadsheets, Excel, Power point , SPSS,
·
Excellent oral and written
communication skills
·
Experience in interacting with
Government, Government agencies, counterparts and international donor agencies
·
Good report writer, well
organized, strong attentive to details
·
Fluency in English and Kinyarwanda,
working knowledge of French is an added value
·
Must be a committed Christian,
able to stand above denominational diversities
·
Ability to drive motor vehicles
and own a valid driving license, at least Category B
·
Ability to work independently as
well as in a team working environment
·

conditions
II. PROGRAM ENGINEER (One Position)
Job title: Program Engineer
Reporting to: Operations Manager
Duty station: Living Water International Rwanda, Head Office — Kigali (with possibility
to be transferred to any other Living Water Operational area within Rwanda)
Type of contract: 2 years renewable, upon successful performance
Closing date: 31st March 2014, 16H00
Key/Major responsibilities:
·
Provide technical support in
water projects design, implementation, monitoring and evaluation within WASH
programing areas.
·
Support drilling, pump
installation & operations & maintenance teams
·
Prepare water Project bills of
quantities and budget
·
Develop project drawings maps for
LWI funded projects using appropriate computer software
·
Work with drilling supervisor to
conduct hydro geological surveys for sites to be drilled
·
Design appropriate rural water
supply schemes/solutions to benefit communities
·
Conduct water projects studies,
surveys
·
Supervise all program related
drilling and constructions works to meet Living Water International minimum
standards
·
Compile and interpret borehole
drilling for management use
·
Work with Supervise borehole
drilling, Installation and other water infrastructure works
·
Work with relevant experts from
government offices and partners to perform water resources development studies
and conduct design review as required
·
Prepare program progress reports
to management
·
Keep regular updates on water
& sanitation access status within WPA communities and country wide.
·
Liaise with other WASH
implementing agencies to learn best practices
·
Work with relevant Government
ministries to design or adopt appropriate sanitation (latrines) models for
household and institutions
·
Train Living Water staff and
partners in water related construction
·
Provide support in procurement of
engineering related materials and equipment
·
Represent Living Water
International Rwanda in technical meetings with partners
·
Other duties as required by the
Supervisor
Minimum requirements (Education Knowledge Skills Abilities Competencies and
Experience):
·
Bachelor's degree preferably in
water engineering, civil engineering, or other related engineering disciplines
·
At least 3 years continuous
working experience in Water sector, preferably at implementation level
·
Previous working experience in
water program/project in INGOs or a similar organization is desired
·
Clear understanding of WASH
programming in Rwanda
·
Good knowledge of WASH sector
challenges and strategies in the country
·
Ability to design and implement
appropriate rural community water supply technologies/solutions
·
Expert in integrated water
resources management approach in Rwanda
·
Ability to conduct close field
supervision to ensure the implementation of water & Sanitation projects are
in line with the plan, design, Living Water standards, community needs and
donors requirement
·
Excellent computer skills,
including spreadsheets, Excel, Power point, GIS, AutoCAD, ArchiCAD and , EPANET
·
Excellent oral and written
communication skills
·
Good report writer, well
organized, strong attentive to details
·
Fluency in English and
Kinyarwanda, working knowledge of French is an added value
·
Must be a committed Christian,
able to stand above denominational diversities
·
Ability to drive motor vehicles

III. DRIVER (One position)
Job title: Driver
Reporting to: Human Resources Officer
Duty station: Living Water International Rwanda, Head Office — Kigali (with possibility
to be transferred to any other Living Water Operational area within Rwanda)
Type of contract: 2 years renewable, upon successful performance
Closing date: 31st March 2014, 16H00
Key/Major responsibilities:

Ensure vehicles are well
maintained and fully functional at all times
·
Maintain vehicle records required
for compliance with Living Water International vehicle policy
·
Report all accidents and
incidents involving Living Water International vehicles
·
Prepare monthly reports on fuel
consumption and the general status of vehicle
·
Transport Living water staff,
visitors and donors to field
·
Deliver documents to Living Water
International Rwanda partner Institutions and service providers
·
Ensure safety measures are
adhered to by passengers using Living Water Vehicles
·
Collect supplies as requested by
the management
·
Keep Operations Manager updated
on the general status of vehicle
·
Any other work as required by
supervisor
Minimum requirements (Knowledge, Skills. Abilities and Experience):
·
Educated with at least A — level
certificate in automobile mechanics or other disciples
·
Having basic skills in vehicle
maintenance and repair
·
At least 5 years driving
experience in reputable organization, preferably in INGOs or similar
organizations
·
Must possess a valid driving
license with categories B, C and D
·
Must be a good team-player
·
Fluency in English and
Kinyarwanda
·
Must keep high cleanness
conditions of the vehicles
·
Ability to maintain a high level
of integrity and confidentiality
·
Willing to work from remote and
field areas
